For a long time, People think knowledge is sure, static, mechanical, this kind of understanding will deduce the teaching practice into knowledge of the supremacy of the value orientation, then neglect the complex diversity of teaching activities, ignore students' understanding of knowledge forming process. In fact the knowledge of individual is very limited, but in today's times also stress flexible use of knowledge and to cultivate innovative talents. Many researchers think the ultimate goal of education is promote students' understanding. Understanding can help learners to deal with heavy, complicated, nonlinear information, support learners application, reasoning, insight, criticism and the innovation ability of development, this is suitable for knowledge explosion and the information age. Mathematics classroom in the new curriculum concept appears various forms of mathematics activities, such as mathematics research learning, inquiry learning, topic learning, comprehensive practice activities. There exist lots of problems in Mathematics activity. A prominent problem is Mathematics activities which only stay in external operational level are lack of Mathematics taste. For this problem, The author thinks it is necessary to design Mathematics activities from the point of view of the understanding combined with the background of the Times with network environment.Based on the understanding of mathematics activities will mean "understanding" throughout the whole mathematics activities, this need to design a understand levels of situation, theme or problems, which is designed to help students set up rich contact of cognitive structure for mathematics knowledge, gradually understand and apply mathematics knowledge, it will need to consider the following aspects: (1) select activities task of stimulating understanding, which is the student's original power in mathematics activities; (2) participate in the practice of forming understand, which is the student's important guarantee in mathematics activities; (3) promote students' further understanding deepen exchange and reflection, which is the necessary way in mathematics activities; (4) provide the characterization of tools for student to show understanding, which is the student's learning vouchers in mathematics activities of understanding whether; (5) according to student's performance, which is the students regulator deepening the understanding, the five elements are inseparable, they are on the base of the right network environment, should choose real or virtual network environment according to need.
