Kindergarten Classification access system is a scientific system. The classification of access apply different access procedures and standards for admittance into different categories, scale and nature of the kindergarten.the state council about the current development of pre-school education certain opinions proposed "the strict implementation of the kindergarten access system","according to the national basic standards and all society to children of different teaching needs to make various types of kindergarten doing the standard, practice classification management, classification guidance "on2010. Under the guidance of the state council about the current development of pre-school education certain opinions, Tianjin and Beijing have promulgated the classification of kindergarten admittance system. The kindergarten classification is not only the Chinese access to the trend of the development of kindergarten access system, at the same time it is the experience of the western developed countries.Therefore in this research mainly take literature, comparative method on six countries of Beijing,Tianjin, Texas, New Zealand, Canada alberta province, Ireland access system review and analysis, summarized different countries or regions children education institutions by the classification access procedures and standards characteristics and laws, the summary of these countries and regions private kindergarten access procedures and standards of the common and difference. The conclusions are as follows:1. In this study involved five countries/regions, four countries/regions of different types of children's education institutions are applicable to the same access procedures, access procedures including the competent authority, the application materials, license (license) of the management of the three aspects of the provisions of the content. Beijing small-scale kindergarten access standards for detailed regulations in the kindergarten access procedures, large-scale kindergarten access standard did not mention access procedures.2. In this study involved six countries/regions, there are five countries/regions private early childhood education institutions of different types of access standard main content to agree. This study has six countries/regions of the access standard were related to "site","facilities, equipment","qualified","the recruitment of students scale","health, health care,""conservation, education" and "security management"; Five countries/regions of the access standard related to "the service object","teacher-children than"; Four countries/regions of the access standard involves "information management" and "healthy"; Three countries/regions of the access standard related to "go out activities management","sleep management", and "standard implementation and enforcement of; The two countries/regions of the access standard related to "the purpose of the standards","the standard basis","the open qualification","the registered capital","the purpose of setting up the children education institutions".3. There is a discrepancy in "teacher-children than","qualified" rules consistent,"the purpose of standard system","the open qualification","the recruitment of students scale","kindergarten system","field","facilities, equipment,""facilities, equipment" of two kinds of kindergarten access standard in Beijing.Access standard mainly through the recruitment of students scale, the kinds of various buildings, equipment type and quantity of different scale reflects the kindergarten.4.
