This study is based on the background of the rising of teacher learning by International Community, the constructing of Learning Society, the promoting of Our New Curriculum Reform and the integrated development of urban-rural education. The study explores the current situation, problems and causes of our country's rural teachers' learning opportunities at present from two dimensions including theoretical analysis and practical investigation, and then the study constructs the guarantee system of rural teachers' learning opportunities based on the basis. Specifically, its main contents include the following four aspects:First of all, this study reviews the literature related to domestic and international rural teachers' learning opportunities, and defines the concept of rural teacher, teachers' learning opportunity and the guarantee system of rural teachers' learning opportunities, and then regards those as the logical starting point of the study.Secondly, the study investigates the current situation and existing problems of rural teachers' learning opportunities in field. This study extracts a certain number of rural teachers from the three provinces, Zhejiang, Henan and Gansu provinces, and then does the questionnaire surveys and depth interviews on them. The investigation shows us that the rural teachers are lacking of learning opportunities, the specific performances are:rural teachers are facing serious conflict between work and study, their learning time is too little; the public funds of rural school is in shortage, teachers' learning funds couldn't be guaranteed; rural teachers' learning resources are scarce, the utilization rate of existing resources is low; rural teachers are independent on learning, and teachers' learning environment is poor.Thirdly, the study discusses the causes of the problems existing in rural teachers' learning opportunities from four dimensions. From the Government's point of view, the policy of rural teacher learning is not be provided clearly, the security system is not perfect, and the financial support of teacher learning is insufficient; from the social's perspective, support efforts is not enough, assistance focus is devious, learning environment is poor; from the school's perspective, the teaching management is stereotyped, the organization of teachers learning is not effective, and motivation, evaluation system is imperfect; from rural teachers'perspective, the farm work is more chores, their time management ability is poor; their concept is backward, their conscious and ability of using learning resources is poor. All these lead to the problem of rural teachers' learning opportunities.Finally, the study constructs the guarantee system of rural teachers'learning opportunities. This study suggests that, we should through administrative legislation to ensure the rural teachers'learning time, through the teaching routine management innovation to increase rural teachers' learning time, at the same time, rural teacher themselves should learn to manage and use time reasonably, so as to guarantee the rural teachers'learning time; We should establish special funds system for rural teachers'learning, make rural teachers'learning assistance program, coupled with rural school and teachers, as appropriate, to bear part of the learning costs, so as to guarantee rural teachers'learning fund; We should implement distance teachers education, establish rural teacher learning resources centers, combined with the implementation of school-based training, in order to insure the rural teachers'learning resources; We should establish a reasonable value recognition and a science teacher evaluation system, so as to build rural teachers a good learning environment. From constructing the guarantee system of rural teachers'learning opportunities, we would provide and create excellent learning opportunities for rural teachers, so as to promote their positive development and up grate their overall quality.
