Under the Wave of teachers'professional development, domestic and international discussion on the quality of teachers'professional and research is increasingly in-depth. The quality of teachers plays a vital role for the world-wide educational reform. Quality of education based on teachers'high level of professional quality. Teachers'professional skills as an important component of one of the professional quality are noticed by scholars.Local expert teacher is the product of the history of education in China.This group represents the highest stage in the career of teacher professional development. They are regarded as a local type of expert teachers. Study on expert teachers in western was developed and systematic. The same study in china is on the rise. Primary expert-teacher in china is the object of this study. The article provides analysis of structure and feature of local expert-teachers'professional skills, which by the literature review, classroom record observations and structured interviews.This is a descriptive study of local expert-teachers'professional skills, which will give a valid reference for novice teachers.Specifically, this study will be divided into the following sections:First, it organizes the perspective of the literature and comments and proposes the core problem in the study. This part will re-understand the key concepts involved and give new definition, which is theoretical basis of this research.Second, in the basis of the results of previous studies, this part proposes a theoretical framework of local expert-teachers'professional skills by theoretical construction. Next, the experts consulted on this framework give their verification and revision, which contributed to the local expert-teachers'professional skills of the final framework.Third, this part is about analysis of the feature of local expert-teachers 'professional skills framework—a case study of Classroom Teaching Skills. Classroom Record observation and structured interviews are used to collect the feature of these skills.
