With the development of science and technology, today many areas of life have carried out safety-monitoring systems, which can automatically alarm the unsafe incidents. These kinds of monitoring systems often combine the hardware system and software system, and have a disadvantage of being unable of timely and accurately sending alarm to the relevant personnel. The first reason for the disadvantage is the alarm of unsafety usually should be manually escalated to the center of safety, which waste much valuable time. The second is the limit of the cable, which will increase the difficulty to set the cable needed as private line to transmit the video information of the traditional monitoring system.With the development of network technology , Using GSM wireless networks to send the alarm, that is, combining the safety-monitoring system with the mature SMS technology, will be an efficient method to alarm in time when any unsafe accident occurs.GSM is a successful and typical application of those technologies. This method can be easily carried out and has high security, and doesn't need to set up private network and network maintenance. It also enlarges the coverage.This thesis presents the design and implements the software and hardware interface between the monitoring system and GSM networks. According to the technologies of SMS, AT commands and other technologies of GSM networks, and meantime according to the requirement of the interface of monitoring system, the hardware interface includes chip CH375 for USB communications with PC, chip TC35i for the communication between mobile phone and the wireless networks, and speech synthesis XF-3011, and the software interface have been developed with C++ Builder Components. With the interfaces, the work of the whole safety-monitoring system is described as follows. When unsafe accident happen, the alarm will be sent from the software interface by monitoring system to the hardware interface, and the alarm will be as SMSs sent to the designated persons'mobile-phones, and the persons will receive the alarm information in time and make appropriate treatment.
