The rapid development of the Internet is changing our lives, also providing a strong condition for the development of network education. In addition, the network learning can break the constraints of time and space, provide more abundant resources and a better learning environment for learners to create a good self-learning study conditions. Therefore, the network learning is becoming a major way of learning. However, with the development of network education, more and more students' internal motivation in online learning is not high, the learning quality is poor.The network learning self-efficacy is one of the factors of affecting network learners' learning motivation, and according to the survey of Internet, the network learners' self-efficacy is not very high. Therefore, we need to adopt strategies to promote the network of learners'learning self-efficacy, enhance their ability on their own recognition, enhance internal interest in learning, improve learning quality.First, the paper sorts out a variety of literature, summarizes and concludes the concept of self-efficacy and structure; And in accordance with the course preparation phase, the curriculum phase of the learning process, learning assessment phase of the learning process of these three networks as a clue, from personal factors, behavioral factors and external environmental factors to put forwards some strategies according to the basis of self-efficacy theory and the concept of interactive decision theory; In the phase of implementation, using Moodle platform, implement strategies for the promotion of self-efficacy in the " Information Technology curriculum and instruction "course, and verify the feasibility of the promotion strategies.
