With the development of mobile communication technology and the improvement on performance of the mobile terminal, the real-time streaming media technology based on Smart phones and other mobile devices has become the focus of attention. This paper concentrates on the study of the real-time audio streaming technology, and the design and realization of windows mobile instant messaging platform. Although the mobile streaming media is evolved from the fixed streaming media, the inherent characteristics of mobile terminals and mobile communication network leads to the large differences between their implementation techniques. The main work of this paper is as follows:Firstly, the characteristics of the mobile communication network and windows mobile smart phone platform are analyzed, and the characteristics and limitations of software development on windows platform are summarized.Secondly, the process of speech coding is described in detail, and the G.729, AMR speech CODEC were introduced. According to the characteristics of smart phone memory and cup, the speech encoding scheme of windows mobile instant messaging platform is designed with implementation the speech coding algorithm migration.Thirdly, Real-time transport protocol is investigated in depth. And according to the characteristics of mobile communication network and smart phone, a new rate control method for mobile streaming media based on client feedback is put forward. The method control the sending of packets according to buffer status and network status, which are calculated based on client feedback. This method can effectively avoid the buffer overflow.Finally, the communication with socket in windows mobile platform is investigated in depth. The framework of windows mobile instant messaging platform is designed, and the implementation process of modules of this software are described in detail. According to the characteristics of windows mobile smart phone, schemes of ring buffer and Initiative detection of calls were designed, which enhance the usefulness of this software.
