According to the analysis of information system needs, it probed into the overall framework of system design, system technical architecture, application software design method, main module, software function lists and system database design etc. it established the plan of medical insurance information system construction and designed the application system frame based on three levels, and also it put forward a new idea of "real-time online" and completed a set of perfect medical insurance municipal overall information network system.The system featured good real-time performance, strong expansibility and practicability, and it incorporated advance and maturity.
