With the deepening of personnel system reform within the country, the use ratio of personnel files also increases rapidly. In addition, with the popularity of the Internet and information technology application, the computer management technology has been applied widely. Files are no longer merely kept in paper. People now are able to manage the files in various forms of electronic documents by using computer.Guided by the system theory, this thesis analyzes the barriers in the informatization management of personnel files in Guangdong Province by adopting a research method that integrates normative research and empirical research, quantitative analysis and qualitative analysis. At the same time, related domestic and overseas experience in informatization management of personnel files is analyzed, and methods on how to implement informatization management in Guangdong are proposed.There are altogether six chapters. The first chapter is about the background, purposes and significance of the selected topic, as well as the current research situations both at home and abroad. The second chapter introduces the history of personnel files management in China and the development and problems emerging in informatization file management. The third chapter mainly elaborates the current situations and constraints in the informatization construction of personnel files management in Guangdong, which include the conventional management mode, excess files that do not state clearly the whereabouts of the personnel, high input cost, and slow development of qualified personnel, etc. The fourth chapter analyzes and summarizes the experience of America and the inspirations in the informatization construction of personnel files management for us. The fifth chapter puts forward some methods to strengthen the informatization of personnel files management in Guangdong through analyzing the constraints one by one: developing a new type of management mode, adopting more management tools and improving the quality of the staffs, etc.
