The Development Of Management Information System Of Forest Land Tenure Certification

With the construction of digital forestry and forest land tenure reform in China, researching and developing forest land tenure management information system (FLTMIS) not only can improve scientific levels and efficiency of the information management of forest ownership, but also can provide information of forest ownership for forestry project and can support macroscopic policy scientific to our country's forestry industry, in order to progress the modernization level of forest resources management.Previous FLTMIS can not share the data and has other problems, such as the weakness of data management function, the unreasonable data organization, the poor ability of system compatibility, the lack of graphical editing function and so on, they can not satisfy the demand of information management of forest ownership under the information society. A FLTMIS was researched and developed in this paper, it can provide technical support to solve the problems which are existing in the present systems. The new system makes spatial position of forest land and categorical data corresponding and makes operation simply, and the new system will offer services to forest land tenure reform and forestry property circulation.This paper analyzed the present situation and developing trends at home and abroad of the information management of forest ownership and management information system of forestry. Aiming to solve the problems on the present system, combining the content and workflow of reform of collective forest ownership, based on the data base,.net framework, C# and GIS information technology, the FLTMIS was designed and develop the new system which based on the MS SQL Server2005, Microsoft Visual Studio C#, ArcGIS Engine. The new system has seven main functions:print map of field demarcation, input the data of field demarcation,print application form and publicity article, print certificate of forest ownership, query and statistical for the information of forest ownership etc. it has great significance for improving the level of information management for forest ownership and sustainable development of forest resources.
