As one of the most important resources for economic and social development, land resource is the key means that the government takes to regulate the economic and social development under the market economy. With the further development of economy, especially the urban construction and industry, the demand for land is growing bigger and bigger and the contradiction between the land and people is more and more obvious. How to solve the land use conflict becomes an important topic of land management in China. This thesis uses the conflict management theory to analyze the land use conflict in order to provide some advises on policy for the land management department in our country. The content and conclusion is as follows:(1) Using the stakeholder concept in the conflict management theory in western countries, it divides the stakeholders of land protection into four types as stakeholder with great authority and low interest, stakeholder with great authority and high interest, low authority and low interest and low authority and low interest in the aspects of authority and interest. During the land use, these stakeholders have this and that relation. The interest web is constructed by diversified stakeholders, benefit claims and benefit practicable ways. This complicated web leads to all kinds of land use conflict and the key of the conflict lies in the dependence on land and divergence of target among different stakeholders.(2) Through the analysis of causes of land use conflict, we can understand the essence of land use conflict and find ways to solve this conflict. This thesis explains the reasons of land use conflict in the aspects of political environment, social system, behaviors of conflict subjects, etc. It explains that the lack of political participation right and expression right among the people leads to the vulnerable status of people in the political power. It also explains the influence on land use conflict brought by the contradiction of current laws, the dependence of various stakeholders on land resource and unclearness of benefit distribution. In the end, this thesis analyzes the key stakeholders in the land use with the Game Theory so as to show the roles played by the stakeholders and their ways of playing. It can lay the foundation for detailed suggestion for the conflict management.(3) Based on the analysis of relation and behavior of various land use stakeholders, it provides detailed suggestion for management. First of all, it sets the general principle for land use conflict management, i.e. benefit balancing principle, including benefit maximization principle, priority for urgent benefit principle, benefit supplementary principle. Second, under the guide of land use benefit balancing principle, to manage the land use conflict through setting up channel for demanding benefit by masses, perfecting the legal system and reducing stakeholders'dependence on land. Meanwhile, to change the gaming methods of key stakeholders in land use in the following ways:①increase the supervision on illegal land use by the local government.②decrease the cost for benefit claiming by common people.③guarantee the land management department certain right to demolishing illegal construction by force. The aim is to control the conflict from the system that leads to land use conflict and decrease the harm of conflict. At last to set up the system for coordination among land use benefits. It finds way to coordinate the benefits of land use stakeholders from four aspects, i.e. benefits of central government and local government, benefits of same administrative departments, benefits of land use enterprise and local government and benefits of local government and residents in planning area.
