EMC as a new energy-saving management mechanism based on market operation is of great significance for the construction of economical society and sustainable development in China, but because the external characteristics of market, EMC is not well at present. This paper research on the market cultivation mechanism and core stakeholders benefit sharing to explore how to promote the formation and stable development of EMC market from internal and external environment.Firstly, this paper analyzes the external characteristics of EMC market and the necessity of cultivating it. Defining and analysis stakeholders of EMC market to build evolutionary game between government and energy-using units, energy-using units and ESCo, ESCo and financial institutions, core stakeholders' behavior strategy is analyzed, then build the EMC market cultivation system from policies and regulations, financial economy, organization, technology talent, ideological. Foster the formation of EMC market through improvement of external environment.Secondly, constructing a core stakeholder's benefit sharing model for EMC based on Shapley value of cooperative game and modifies the sharing scheme combined with risk coefficient, investment proportion and effort level of various stakeholders, proposed the plan implementation process. Scientific and reasonable benefit sharing is the internal driving force of EMC market can promote the EMC long-term and stable development.Last, this paper takes a university lighting renovation project as an example; put forward the revised core stakeholders benefit share using the sharing model, demonstrate the maneuverability and rationality of benefit sharing model and some suggestions to cultivate EMC market are put forward combined with the case.
