Research On Optimization Of Management System For Petroleum Exploration Project In Qinghai Oil Field

Exploration of oil and gas is a key node in the development of a oil and gas enterprise, and also is a process which needs harmonious cooperation of multiple subjects and high techniques. To continuously push forward the standardization and scientific systemization of management system for oil and gas exploration is an effective way of improving the whole management level, increasing the profits and thus discovering more oil and gas reserves. In Qaidam Basin, Qinghai oil field has abundant recourses of oil and gas. However, the proven degree is still relatively low. To construct the 10 million-ton oil and gas fields during the 11-th Five-Year Program, it is greatly important to research the optimization of the whole management system for oil and gas exploration, so as to discover more high-level oil and gas reserves, and keep continuous increase of the reserves.Based on the thinking line of "Asking, Analyzing and Solving", the author deeply discussed and analyzed the present situation and existent problems in the oil and gas-exploration management system in Qinghai oil field. Then, drawing on the advanced project-management method and successful practical experience, this thesis mainly focused on optimization research of the whole Project Management System (PMS) of oil and gas exploration, including organization system, implementation system, control of investments and costs, settlement system and final estimation of projects. Founded on the optimization research above, the author proposed a refreshed PMS of oil and gas exploration, which consists of the following contents:1) Established the total goal for the whole project management; 2) Considering the practical situations and geologic conditions in Qinghai oil field, constructed four project divisions which are respectively responsible for physical & chemical detection, pre-detection of oil and gas, exploration of gas and estimation of petroleum & gas reserves; 3) Configured three management levels with corresponding responsibilities, including decision level, organization level and implementation level; 4) Reorganized the processes and levels for designation of the whole exploration; 5) Discussed the processes and methods for the distribution of oil and gas exploration; 6) Perfected the procedures for project implementation quality control; 7) Constructed regular meetings for analysis of production, and rules for supervision of production progress; 8) Sufficiently discussed methods of cost control for the whole exploration; 9) Standardized the procedures of contract signing, settlement and final estimation; 10) Cleared the main contents and requirements of the posterior estimation; 11) Provided Specific regulations about how to guarantee human recourses, to keep high-effective information streams and to construct incentive and constraint mechanism efficaciously.The achievements obtained by Qinghai oil field during 2010 has verified the efficiency of the management system proposed by this thesis.
