The complexity of large IT service management project is very high, while the success rate is low. Therefore, implementing project risk management in the implementation of IT service management has become an inevitable trend. In this paper, structural complexity science is used to study the risk control of IT service management project management, and explore the following two questions:(1) Are Wether the Warfield's 17 Killer hypothesis widely accepted in China? (2) What is the relationship between the risk factors leading the failure of IT service management project and the complexity of propositions?5 Killer common assumptions is selected by the empirical analysis:the human learning ability is unlimited, and collaboration between experts of different disciplinary can solves complex problems of integrated areas, complex problem can be solved through mathematical models and building solve equations, physics quantitative form can be extended to the field of social technology, the natural language is enough to explain complex issues clearly. In this paper, grounded theory, interviews and questionnaires are used to build a relational model of the six risk factors and the complexity proposition. Seven risk factors are:the project goals are not clear; the plan and design of enterprise IT infrastructure of are unreasonable; the emplementation strategy is not clear; the lack of effective communication; the target is set unscientificly; the lack of enterprise staff; the senior management do not seriously. The six complexity propositions are:The Law of Requisite Saliency; The Law of Triadic Compatibility; The Law of Organizational Linguistics; The Law of Diverse Beliefs; The Law of Success and Failure; The Law of Small Displays.A corresponding risk-averse strategy is worked out to meet the demand for complex:(1) identify the individual, attention to complexity. (2) Select process carefully. (3) Develop innovative language. (4) Personalized on-demand design work space. (5) Modify the role of senior executives. (6) Appropriate communication. In summary, based on IT service management theory, risk management theory and structure of the complex scientific theory, the relationship between the of IT service management project risk factors and the complexity propositions is found, the risk aversion strategy is worked out to improve the success rate of IT service management project.
