With the arrival of knowledge economy Era,,the knowledge innovation is becoming increasingly fierce, the rapid development of science and technology, domestic and international environment there are major changes. Look from the international environment,our country joins WTO,various information communication channels for people brought democratic socialism, hedonism, egoism, money worship, ethnic separatism, extreme individualism, and the new liberalism, postmodern etc, serious impact the organization members' values, influenced profoundly organizes the member to professional ethics and the ideal faith. Look from the domestic situation in recent years, there have been several times within the party more serious corruption, making the party and the government's image and prestige, causing serious damage to leadership organization members produced the boredom and rebellious attitude, and also make leaders in solving problems in deep thought organizational members facing unprecedented huge challenge. The traditional style of leadership has been properly solve the attitude shift of organizational members, facing this new environment, organization is calling a new leadership, and recessive leadership is needed to modern organization form of effective leadership. Research to improve leadership recessive leadership effectiveness and harmonious team, strengthening organization execution to wait to have certain practical significance.Recessive leadership, is will lead the purpose and the leadership of the hidden in specific formed in leadership activities a leadership. Recessive leadership is a new kind of leadership technology, it can inspire be leaders potential and let be leaders to achieve organizational goals self-consciously with vision and efforts to improve organizational productivity.
