The Study Of Government’s Responsibility In The Housing Social Security Of China And Its Realization Ways

Housing is of capital importance in the people’s livelihood. Under the conditionof market economy and in the process of urbanization, the low-income groups cannotafford to rent or to buy houses in the market price. The government needs tomoderately intervene in the housing market and solve the basic housing problems oflow-income groups. Realizing the housing social security is the unavoidableresponsibility of the government.After the Second World War, combined with their own actual situation, almost alldeveloped countries try to solve housing problems of low-income households througha variety of forms. However, the housing social security is still an indispensable partin the social security system.In our country, after the reform and opening up, solving the basic housingproblems of low-income groups comes up against more difficulties. Graduallyrealizing a complete coverage of the housing social security matters the improvementof people’s livelihood, economic sustainable development and the stability andharmony of the society. Therefore, it is of great significance.This study tries to find existing problems through theory analysis of thegovernment’s responsibility in the housing social security. Learning from theexperience of the countries or regions at home and abroad, this thesis studies thegovernment responsibility in the housing social security and its realization ways. Thethesis includes the following five parts. The first part is introduction, which introducesthe research background, its significance, the domestic and foreign research review,research methods, ideas and the key problem. The second part expounds the basicconcepts and theoretical foundation. The third part is about the existing problems inour country’s housing social security and the analysis of the reason. The fourth partintroduces the experience of domestic and foreign housing social security and the enlightenment to our country. The fifth part expounds the government’s responsibilityin the housing social security of our country, and puts forward to four suggestions onimplementation way. They are clarifying the responsibility, clearing goals，improvingthe mechanism and perfecting laws.
