The author is interested in how the OECD by virtue of their accumulated experience in the economic field to carry out foreign aid worldwide, examine it's architectonic arrangement, the changing concept of the OECD 's assistance, policy implementation and professional support. And the author found that OECD playing a significant role in the past five decades has a closely relationship with these four characteristics.The OECD's architectonic arrangement shapes two different parts, it's concept of foreign aid continues to absorb the advanced experiences from other countries for their better survival, and OECD applies itself promoting policy coherence to demonstrate its coordinating role among countries on policy implementation , utilizes the previous data with advanced statistical techniques and experience providing detailed and accurate references in the aspect of professional data supporting. By analyzing these characteristics of the OECD, can increase the understanding of this organization, learn its strengths, but also can see the fact of international foreign aid. These can do a favor on the better implementation of our country's foreign aid, enhance aid effectiveness, improve the international image and status worldwide.
