In the current complicated international relations, some new changes have occurred. The enhanced Spillover Effects of national policies as well as the rise of trade protectionism are constantly testing the wisdom and tactics of Chinese government. The World Trade Organization (hereinafter referred to as the WTO) used to interpret the Organization for Economic Cooperation and Development (hereinafter referred to as OECD) as one of the international organizations rivaling WTO in the long term. From an overall perspective, the number of the members of OECD only accounts for less than 15% of the countries in the globe, while its GDP proportion amounts to 55%of the world GDP, this making an indispensable organization. In recent years, OECD has departed from its normal behavior, actively seeking to establish a formal partnership with non-members to expand its clout. At the same time, the attitude taken by China is currently an issue that should be considered carefully. In the author's opinion, at this stage, China should, on the basis of quantitative analysis of OECD rules, seriously analyze the future trend of OECD, grasp OECD'S main features, analyze the advantages and disadvantages after China's accession to OECD, draw on the advantages and avoid disadvantages, act in accordance with the current trends, implement the mutually beneficial win-win strategy of opening upso as to achieve a peaceful development.The thesis contains five chapters, which can be stated as follows:Chapter one relates to the review of the extensive literature in the subject of soft law through the interpretation of the relevant terminologies and the research on the history and operating system of OECD as well as the influence of OECD in the process of cooperation with China, besides, it also includes the introduction of the researching methods and researching significance in the thesis.Chapter two begins its research on the evolution route of OECD soft law as well as its significance in the global governance through the discussion on the background of OECD. Based on the above, this chapter is planned as follows:it discusses the role of OECD in the field of global governance through the illustration of the supportive examples, which, in turn, can be analyzed from five prospectives:OECD's contribution to the development of the international standards, contribution to the enforcement of the rules through effective survillence, contribution to coordination of the economic policies among different countries as well as its contribution to enhanced cooperation among different international organizations.Chapter three explores the challenges facing OECD, the current level of China-OECD cooperation and the future cooperation vision from the prospective of China's engagement in the OECD. Based on the above, this chapter is planned as follows: first, it argues the challenges facing OECD and the route for reform; second, it will give its priority to the analysis of the current level of cooperation between China and OECD; last, it concludes the whole chapter and explores the vision for cooperation in the future.Chapter four explores the legal issues that arise in the process of China's future accession to OECD and the vision of China's accession to OECD. Based on the above, this chapter is planned as follows:first, it discusses the terms and the process of accession; second it analyzes the possible law issues and the accession process facing China in the future through the generalization of the five accession roadmaps tailored for Russia Federation, Slovenia, Estonia, Israel and Columbia; last, it gives its priority to the discussion on the visions of China's future accession and the strategies adopted for the future accession based on the problems that arise in the course of cooperation between China and OECD.Chapter five summarizes the main points on the whole. Based on the above, it sums up the role that OECD is playing in the field of global governance; second, it gives its priority to the China's attitudes towards OECD's global governance.
