According to the problems of comprehensive evaluation in large construction projects currently, this paper introduce the value engineering approach into the comprehensive evaluation to evaluate the tender problem comprehensively, selecting the bidder that can satisfy the requirements of large construction projects and save investment as much as possible for the Construction side, making the construction project of the "price" the highest.According to the specific characteristics for the project, to choose the functional elements of the bid evaluation, the relative importance of each functional elements are determined by corresponding methods, then to calculate the function coefficient of the tender bidders.Project evaluation does not set the base price, reviewing the project cost of bidder, determining the maximum bid price with the mathematical statistics method to ensure that the project cost of winning side of the tender is not higher than the average cost of project construction, effective control the construction investment. Don't set the lower limit for the project price, but strictly on the bidder pre-qualification, establishing guarantee system for the project tender to ensure the progress of construction smoothly. On the base of the price limits and each bidder'price to calculate the cost coefficient.Finally, establish the comprehensive evaluation model based on the value engineering method, and an example of the new evaluation model is validated.
