City Transboundary Water Sources Ecological And Economic Coordination Development

Less than 300 cubic meters per capita water resources of Beijing, is severe water shortage area. Original plan was completed in 2010 the Water project has been delayed until 2014, making Beijing more severe water shortage situation, the existing water source to further increase the dependence. GuanTing Reservoir is one of Beijing's major water sources,40% of its drainage area is located upstream of Zhangjiakou City, Hebei Province,96% of the water but also their supply. Reservoir is located in the main Huailai County of Zhangjiakou City, from Beijing closer. Therefore, Huailai County's industrial development model and environment protection for the safety of water resources in Beijing a major impact.In this paper, the theory of ecological economy at home and abroad based on the large number of documents using the principles of mathematical statistics coordinated evaluation model was constructed, the land area of economic development, social development, environment development together into a unified whole, comprehensive consideration of its coordination level. And to ecological and economic structure, size and focus on the rationalization of the layout of proposed adjustment programs, and explore the interests of upstream and downstream coordination and cooperation mechanisms for experience.In this paper, taking Huailai Country as the reasearch subject, through comparison of various indicators of Yanqing County in Beijing to study Huailai County optimization of industrial structure adjustment. Analysis of Industrial Structure in Huailai County, based on Huailai County "Eleventh Five-Year" period of economic development, for the "five-second" and the next ten years to the capital protection of water resources functional areas as a precondition for sustainable water resources, or more, the downstream and the regional macro-round, coordinated development as the goal, to attach importance to developing low-carbon economy, recycling-oriented economy, to optimize the industrial structure adjustment. And to explore new mechanisms for coordination and cooperation, a fundamental solution to the Beijing Municipal People "water", and pregnant to the county people "eating" the contradiction.
