Study On Coordination Mechanism And Countermeasure For Financial Cooperation Between The Central And East

Central and eastern regional financial cooperation developed smoothly, is to prevent "central collapse" and promote the coordinated development of regional coordinating an important way.First of all, the experience of domestic and international financial cooperation is that:effective policy support and institutional protection should be searched, the coordination mechanisms of interests should be established, and the financial center of radiation and leading role should be given full play to. Based on the current situation of central financial development, comparative analysis among the central, the East, the West, the Northeast and national average, revealing the issues and characteristics of central economic and financial development, and further analysis of the need and constraints for financial cooperation between the central and east.Secondly, according to cluster analysis,16 provinces in the central and eastern regions will be divided into three categories based on the similar level of financial development. The first category is Beijing, Shanghai and Tianjin; the second including Zhejiang, Guangdong, Jiangsu, Shandong and Fujian; the third category includes Hebei, Shanxi, Hubei, Henan, Hunan, Hainan, Jiangxi and Anhui.Thirdly, financial cooperation model in the central and eastern regions should be followed:the government to promote-the government and market linkage market-driven step by step mode. By the way of repeating the game, reducing the profit by other people's toil, it can alleviate the "Prisoner's Dilemma" and "free rider" caused by non-cooperative game. And promote financial cooperation process in the central and eastern regions by constructing a binding cooperation agreement.Finally, combine cluster analysis and game analysis, this paper proposed the establishment of regional financial center, to strengthen regional cooperation of government financial resources, establishment of financial transfer payment system, improve the legal protection system and other countermeasures.
