Assessment Study On The Coordination Of Key Factors Of Industrial Innovation In Chongqing

The long-term objective of Chongqing is to become a key economic growth polar in regional economic zone of western China. In recent years, Chongqing enjoyed a strong economic growth and got the first prize on GDP growth of 2011 in China. Therefore, it is very important to investigate whether Chongqing’s economic growth can last in a long-term view and whether Chongqing can demonstrate its position of regional economic growth polar so as to promote development of the "Economic Zone of Chengdu-Chongqing" and even western China. According to the classic theory of endogenous economic growth, innovation can be the continuous power for long-term economic growth. On the other hand, to increase the innovation capability of Chongqing, it is very much in need of coordination among all levels and elements in its innovation system. Hence, this paper introduces industrial innovation and regional innovation system from micro and macro perspectives. Through theoretical and empirical research methodology, this paper conduct assessment study on the coordination key factors of industrial innovation of Chongqing, and proposes relevant suggestions in order to increase the coordination based on existing problems and shortcomings.This paper has accomplished the following researches on the coordination of key factors of industrial innovation in Chongqing:(1) On the basis of previous studies from internal and external as well as the multiple macro and micro level, this paper defined the coordination of key factors of industrial innovation. With the introduction of the regional innovation system, this paper expanded relationship between industrial innovation and regional innovation system from the perspective of macro-and micro-contact; (2)On the basis of clarifying the former relationship, this paper established a corresponding theoretical model and proposed a system of subject and object criteria for enhancing the development of coordination of industrial innovation in Chongqing; (3) Based on the foregoing theoretical model, a corresponding indicator system was made to quantify the theoretical model. Combined with the practical situation of Chongqing and its relevant data during 2000-2009, this paper gave a empirical investigation on coordination of key factors of industrial innovation with the help of composite system coordination degree model (4) Based on the empirical results and practical situation of Chongqing, this paper found the problems and corresponding solutions for the coordination of key factors of industrial innovation in ChongqingConclusions:(1) Chongqing is now in the stage of high-level of market innovation and relatively lower level of product innovation and technology innovation (2) The elements inside of industrial innovation have no positively close links among one another and with regional innovation system because of the lacking of established industrial innovation platform. The level of the optimization of industry structure can not provide continuous power for industrial integration. (3) With the goal of profit maximization, enterprises are extremely short of innovation power. (4) The share of fiscal expenditure ratio from government investment in technology and in education is relatively lower than other provinces. And this leads to development limitation of the regional innovation system, which further leads to a lower degree of coordination of the composite system (5)There are no established platforms for technology market service and its financing service. The new majors and researches in universities and research institutions can not follow the step of economic and market development, and this leads to the shortage of innovation human capital for developing industrial innovation.Based on the findings above, this paper proposes the following recommendations: (1)Chongqing should strengthen the integration between industrial innovation and regional innovation systems to avoid the "Barrel Effect" (2) To enhance innovation power and build innovation capital, Chongqing should increase the investment in education and technology (3) To improve the efficiency of platform construction, Chongqing should take the administrative advantage of public sectors combined with the market competition mechanism (4)To improve the level of industrial innovation, Chongqing should deepen the theory and practice of coordination development of industrial innovation.
