Since reform and opening, from small to big, from weak to strong, the private economy burst out of vitality, make a positive contribution for national economic development, resolving labor and employment, maintaining social stability. However, because of national policy, the telecommunications industry and its lack of features, Private capital can only participate in the secondary market in the telecom value-added telecom services, The telecom market has not been open to private capital.From the old 36 non-public economy to the new 36, the state has issued a series of policy that encourage and guide private investment in monopoly industries development. The Policy specifically encourage and guide private investment into the industries and fields that the laws and regulations did not explicitly prohibit access to. However, due to the lack of specific operational Ordinance of the policies, Interests and views of various ministries are not unified, these fields and industries that private capital would not be restricted, In particular, the telecom industry, Because a high degree of government control and monopoly of state-owned enterprises, and other many restrictions, Private capital can not enter through the normal channels.Currently, private capital has full access to the domestic secondary market for telecommunications. In order to boost the steady development of private capital I give three suggestions:Expand the scale for survival, Different to find a breakthrough, make focus for development. Taking all factors, I believe that in short-term, private capital can not enter the domestic telecommunications primary market. But, private capital should not wait for a chance, shoud take the initiative to create opportunities, find a breakthrough. First, private capital should enhance the scale of strength, social responsibility, social credibility, integrity management. At the same time, I recommend on the basis of strengthening controls, State publish the "Telecommunications Act" As soon as possible, introduce diversified investors, open the VOIP, actively try to virtual operators,carry out 3G applications,make the basic operator become Plumbers. In addition, I propose that strong private capital can go abroad and actively participate in the global telecommunications privatization.I hope to this article can provide valuable advice and operational guidance strategy when private capital enter into the domestic telecommunications industry, Timely guide private capital to the right direction. Used for the country, Benefit to people, rather than being the black sheep of the economic development. Make balance of interest Between operators and private capital, clear the concrete barriers for Private capital entering the telecommunications industry, introduction of clear, Executable regulations and laws, divert and use private capital properly, make it become an important complement to national economic development force.
