With the issue of the "Urgent Notification on Co-Construction & Sharing of Telecom Infrastructure" by the Ministry of Industry & Information and the State Assets Administration Commission, China's co-construction and sharing Process of telecom infrastructure gets started. This paper, which via a combination of theory and Practice, analyses the co-construction and sharing Process of telecom infrastructure, especially the actuality and problems existing, which will serve as a reference for the study.The paper is divided into 6 Parts, which to be defined as the following:Partl gives a background of co-construction and sharing Process of China's telecom infrastructure, summarizing the reasons for government initiatives in support of the co-construction and sharing: it also points out the significance, contents and reasoning of the study. Part 2 introduces the background,conception,trait,main knowledge system and the trend of the project management. Part3 introduces the knowledge system of the risk management, including the origin and development of risk management,risk definition,risk class,the main process and method of risk. Part 4 according to the trait of telecommunication infrastructure co-construction & sharing, makes specific researches and analyses on risk identification,estimation,management method of the co-construction & sharing project, combining the knowledge of the risk management. Part 5 refers to the specific co-construction case of optical fiber cable to state the Risk identification,estimate,analyze and the project. Part 6 summarizes the experience of telecommunication infrastructure co-construction & sharing project risk management and takes an expectation of risk management trend.
