An Analysis Of Contemporary Chinese Science And Technology Policy And Its Overall Orientation

Science & Technology Policy(STP) is operative norm which the country to realize the technical route and the duty in a certain time , it represents the will of governments to develop scientific and technological undertaking, simultaneously, manifests to each kind of technical resources, the strength and the behavior guidance and the standard. STP acts a more vital role in the national overall policy.Since the 20th century, the relations between the science & technology and it's policy have been close day by day, and the technology policy's function highlights day after day, this is reflecting two kinds of incident cross-correlation trends: first, the development of science & technology relies on national the policy's support, the national policy plays an important attribute influence on the technological progress, STP is an important safeguard of technological progress more and more; second, the development of national and region depends upon the science & technology more and more, science & technology becomes the important national resources, scientific & technological advance's condition becomes the decision attribute of competitive power in country and the region.The reason that we can achieve the huge achievement in the science & technology work is that we carry out the Central Party Committee, State Council's significant technical decision-making steadfastly, and takes the scientific development concept as the instruction, follows the rule on which the technological progress base.Since 11 Third Session, the Central Party Committee and the State Council have formulated a series of technical work general and specific policies. The State Council holed the national science & technology congress in 2006, and promulgated "the National Medium and long-term (2006-2020 Years) Technological progress Plan Summary" (here after refers to as "Plan Summary").The technological progress plan is the comprehensive plan for the instruction internal medicine engineering the research and development in a long time, including development direction, plan goal, underlying policy and important measures, and so on. The technological progress plan serves for the formulation of technology policy, and it is the response of certain time' s technology policy, is the objective performance of technological general and specific policies."Plan Summary" is precisely a content characteristic miniature and the portrayal of contemporary China's technology policy. Therefore, this article takes "Plan Summary" as an example to carry on the analysis and the exploration to the technology policy thought.Along with technology policy practice's thorough, the technology policy overall orientation forms gradually.
