The essence of technological innovation is the commercialization of research of finding with the primary purpose of achieving the commercial value of technological finding and dynamic integration of technology and economy. The entire procedure consists of innovative imagination, research and development, marketing, technological spread and so on. The uncertainty is fully involved among most of aspects such as technology, marketing, distribution of income, and systematic environment. Those uncertainties, as a positive effect, can enhance the precautional consciousness of entrepreneurs and bring in great profit opportunities for the company; on the other hand, as a negative effect, it might turn into the innovational risks which may cause all kinds of destructive outcomes that deviate the expected goal and innovation time lag, and then impedes the effective technological innovation. The policy of technological innovation is integration of a set of public policies that a government sets a main objective of reducing the uncertainties during the technological innovation, influencing or changing the direction, speed, and scale of technological innovation, shortening the interval of technology realization, thus fastening the commercialization of research finding from potential productivity to actual productivity. In other words, the objects of technological innovation are those uncertainties during the entire procedure. On the basis of uncertainty of technological innovation, there are four kinds of policies:the policy of reducing technological uncertainty, the policy of reducing marketing uncertainty, the policy of reducing uncertainty in distribution of income, and the policy of reducing uncertainty in systematic environment.At present, there are so many problems and defects based on the domestic tax preference policies for the uncertainty of technological innovation such as defective guiding for the research and development, limited legal restriction, simplex privilege method, weak stimulativeness, regional unbalanced privilege, dissimilarity for entrepreneurs, limited talent stimulation, and shortage of motivation for scientific research and so on. Therefore, in order to give full play to tax preference policies in reducing the technological uncertainties, stimulating technological innovation to the firms, and enhancing the technological innovation capability, the privilege policies for technological innovation are strongly suggested to be perfected and optimized on the criteria of following:clearing the direction of scientific development, perfecting laws and regulations, optimizing effecting methods, enhancing privilege intensity, breaking regional restriction, strengthening talent stimulation, advancing motive power of scientific and development.
