Based on this, this paper had analyzed and discussed the development situation and subsidies efficiency of policy pig-breeding insurance in Sichuan.Based on the existing research and data from surveys and interviews in Sichuan, Firstly, this study do a macro description of Sichuan policy pig-breeding, examine the social effect in financial subsidies based on policy agricultural insurance's objectives. Then, randomly selected 7 pilot cities or states make further investigation.did empirical analysis of panel data by efficiency evaluation model—DEA-Malmquist. The main content and conclusions of research as follows:Firstly, from the social effects opinion policy pig-breeding insurance to spread pig-breeding risk and stable normal production role of appeared.From the government point, subsidy helped diversify the natural risks, stable pig industry, improve farmers pig-breeding enthusiasm, security pig market supply, also replaces the relief; From farmers' point, insurance can construct a pig breeding rural community safety net for farmers, reduce disasters influence of production and life, added the ability of farmers dispersed systemic risk, improved the welfare of the farmer community.But at the same time, due to the absence of the related legal policy and the lack of risk management techniques, the potentially fraudulent brought high properly phenomenon.Secondly, From the input-output, financial subsidies for pig insurance funds in general were inefficient. Productivity index declined 2.7%. The technical level of the change was the main cause of influence efficiency index, for productivity index change 82% of the role. Financial capital unrealized optimal allocation of resources, the main reason was the scale efficiency index falling down 0.7%.
