Study On Effect Evaluation Of Financial Subsidy Policy Of Agricultural Insurance In Jilin Province Based On AHP And DEA Algorithm

The stable development of agriculture is related to national economy,people's livelihood and social stability.The fragility and basicity of agricultural production determine the government's inherent requirements for financial support for agricultural insurance.Jilin Province is an important commercial grain production base in China.Grain production has great development advantages and development potential.Agricultural production in Jilin Province undertakes the important task of ensuring national food security.The agricultural insurance financial subsidy policy is the government's agricultural policy,in the form of agricultural insurance premium subsidies to subsidize agricultural business participants,which is used to stabilize agricultural production,share agricultural business risks and ensure farmers' stable income.Due to financial constraints,the government has limited funds available for agricultural insurance financial subsidies each year.Without changing the existing subsidy level,first of all,systematically analyze the relevant theoretical basis of agricultural insurance financial subsidy policy and the mechanism of agricultural insurance financial subsidy policy in the development of agricultural insurance.The effect of the financial subsidy policy of agricultural insurance in Jilin Province is taken as the evaluation object.Secondly,this paper combines AHP and DEA for the first time.AHP establishes an expert evaluation plan to screen the evaluation index system for DEA.The data quality is low and the decision-making unit's evaluation ability is insufficient.Finally,the agricultural insurance financial subsidy amount is used as the input indicator,and the insuranceincome,insurance density and insurance depth together constitute the output indicator.Program;Finally,using the agricultural related insurance data of various regions in Jilin Province from 2007 to 2016,the relative efficiency values calculated by input and output are used as the criteria to measure the level of agricultural insurance financial subsidy policies of various cities to promote the development of agricultural insurance.The administrative benefits of financial subsidies for agricultural insurance in various regions of Jilin Province,deepen the reform of the supply side of agricultural insurance financial subsidies,and promote the sustainable development of agricultural insurance and agricultural production.
