This amazing old saying is highlighted and proved today in the 21st century.With the continual improvement of the awareness of consumers'self protection,the deeper awareness of the risk, the more negative consequences food safety has on the economy development, and obligation to the contracts of the WTO, our government has paid unprecedented attention to the food safety and have also took effective measures to ensure it. Under such circumstances, the research into food safety has become deeper and wider. animal by-products, a major component, account for a large proportion in the people's diet. The proportion of animal by-productions like meat, eggs and milk is also one of the more significant measurements of national strength of our socialist country. Our country has paid more and more attention to stockbreeding and has given more support to it. So stockbreeding must have a stage of large-scale development. But the quality and safety of the animal by-products will follow. Zoonoses such as Highly Pathogenic Avian Influenza, rabies, tuberculosis and Streptococcus disease happened successively, which is a great threat to public hygiene safety. Chemicals like Clenbuterol,and Sudan red remain and security incidents like turbot fish, duck eggs with red heart, Melamine happen,which are great threats to people'health. Therefore, supervision of food safety of the animal by-products has been the government's focus. How to strengthen the supervision of food safety and enhance the quality of the animal by-products has become a urgent subject of all human beings. This research aims to find a more effective and operable way to supervision system in terms of the actual conditions in ZiBo by discussing the present state of the domestic and foreign conditions and analyzing the most effective supervision system, so as to increase the quality of animal by-products and promote the steady and healthy development of the stockbreeding.Supervision of food safety of animal by-products includes animal immunity, quarantine, monitor, supervision and so on. It is the right that Animal Industry Act and Animal Protection law have given Animal Husbandry and Veterinary Administrative Department. Because food safety of animal by-products is all the work and the aim of the animal supervision and is the need to ensure the safety of stockbreeding, to guarantee the effective support of the animal by-products and to increase the income of the farmers. Food safety of animal by-products is also an important guarantee to improve the competitive power of the animal by-products and is the urgent need to maintain the health and the safety of the masses. It is also the need to ensure the quick and steady development of the national economy and maintain the society. With the purpose of totally improving and ensuring the food safety of the animal by-products in ZiBo, according to some relative Public management principles, this subject analyze the present state of the supervision work of animal by-products and the problems at present and propose some effective suggestions about supervision work of the basic level,referring to some international experience and some foreign researches into the theory. This subject mainly undertake research by studying documents, describing and comparing.Its contents are as follows:The first chapter is introduction.The second chapter is to state the present conditions of the supervision work of animal by-products and the problems at present in ZiBo. The third chapter is to analyze the problems that have arisen. The fourth chapter is to talk about the construction of the supervision system of animal by-products in ZiBo and make some proposes on how to standard and strengthen the supervision work.
