Mechanism Design Theory has been developed for years in economics. However, it is not much suitable for the design of managerial mechanism. Because the results of emergency disposal process impact on public interest and social stability, the construction and application of emergency management mechanism (EMM) should be ensured. In modern society, information system is the leading tool in emergency management so that the EMM will be eventually applied in the design of emergency management system (EMS). In this paper, coordination mechanism and coordination system are chosen to be specified.This paper starts from abstract theory to practices and also from general design to specific design, mainly including managerial mechanism design, coordination mechanism design and coordination system design.Firstly, based on the basic concepts of mechanism and system design, their cooperation in the software developing process is proposed. The foothold of this paper is acquired from literature review of EMM, EMS, coordination mechanism, etc.Secondly, Managerial Mechanism Design Theory (MMDT) is studied from the reductionism, including the introduction of objectives, components, modes based on relationships, and its external representation:rule, law, procedure. MMDT provides the cut-in point and thought of the mechanism construction.Thirdly, the application of MMDT in specific mechanism design is introduced by the example of coordination mechanism design. Based on the analysis of the state administration system, the components of coordination mechanism also consist of subject, object, medium, time scale, spatial scale and energy.Graph Theory is incorporated to construct related models on the network graphs in coordination mechanism. The attribute and weight of each node in the network are defined. The two-parted graph is used to explain the direct design mode in coordination mechanism, while directed network graph is utilized to show the indirect design mode. The environment-oriented mode is based on analyzing the connectivity and maximum flow of two independent network graphs. The perfect mode is illustrated from the aspects of inspiration and supervision.Fourthly, a commanding & coordinating system in town-level emergency management is introduced, through which the application of coordination mechanism in requirement analysis stage is shown as well. Then according to the system design process, the database design, the system design and hardware architecture design is described, and also some EMS design theory is proposed in this process.Finally, the innovations and shortcomings of this paper are summed up.
