Research On The Coordination Management Theory Of New System Telecommunication Design

Iron and steel industry is one of the pillar industries in China. Projects of enormoussteel complexes and the reorganizations of iron and steel enterprises can be seeneverywhere, with the rapid development of social economy in China. In recent years,production targets, such as material balance and follow-up, automation, synergism ofdepletion of numbers and energy-efficiency, have been gradually considered asimportant factors, early in the design phase. The success of information building, whichis essential to iron and steel project construction, will emphasize determinative effect onall above targets, due to the supportive role throughout the whole project construction.Information building, featured with heavy cost, tedious process, large amount ofproject participants and long construction period, includes many factors, such asproduction dispatching system, EMS and ERP. The design of telecommunicationsengineering, in this paper, refers to the field of production dispatching and commandsystem, as well as electronic information room. There exists three major stickingpoints in management of design:1. Various decisions and suggestions from variouscompanies, some of which contradict each other or look amateurish;2. There will arisemany connection points, which are easy to cause failures in design, because of thediverse design institutes;3. The design involves the knowledge from various fields.The success or failure of the general design is the key, because all parts are interrelated,especially the general design, which has the most significant influence on each unitdesign. However， most of the administrators fail to master the knowledge oftelecommunication, which will lead to the difficulty of management.Based on coordination management theory, this paper undergone an objective,systematic and minute description on the process of telecommunication design in newsystem in metallurgical enterprises and investigates how to deal with all problems in it,through coordination mechanism. Respectively from coordination management ofdeciders, coordination management among different companies and within thecompanies, this paper makes a contribution to the decentralized administration,evaluation to deciders and administrators, scientific and objective basis foradministrators. This paper also provides the analysis of the coordination meeting as a solution, and furthermore, provides the time, contents and the significant role ofcoordination management information system. The coordination and management ofinternal design is using existing enterprise system and management, realized bycommunication mechanism, restraint mechanism。 The paper analysis of importantrole of the coordination and management information system, and provides aframework design coordination and management information platform.
