The Research Of Independent Innovation Mechanism And Policy Of Changchun Based On The Mechanism Design Theory

In2006, China proposed the strategic plan that “Improve the ability ofindependent innovation, building the innovative country”. Then on theseventeen party congress, we put forward that we should regard building theinnovative country as our national strategy. Since then China treat independentinnovation as the key to promote the comprehensive national strength.According to the international survey data, our country that a country who hasa five thousand profound culture is in a passive position during theinternational competition. In the49major countries of the world, China’sinnovation capability is ranked28. At present, the independent innovation hasbecome the subject of China’s academia, industry and government.Changchun, as a typical city of the old industrial base in northeast China,has made some achievements in terms of the enterprise technology innovation、the industrial innovation and the regional innovation system construction. Butcompared with the city with high level of innovation, Changchun has a longway to go. To promote the independent innovation development and improvethe ability of independent innovation, and to build a innovation-oriented city,Changchun has encountered many obstacles. The innovation systemmechanism is the main problem that restricts the development of Changchun’sinnovation capacity.In this paper, we first study the innovation system evolution of foreigninnovative country and domestic developed city to find out the experienceduring the construction of innovation mechanism system. In this paper, westudy the mechanism of independent innovation system based on mechanismdesign theory, and build a independent innovation model satisfied constraint,and participate in harmonic control using mechanism design theory. And furthermore we analysis and simulate the independent innovation model usingMatlab combined with data of Changchun’s independent innovation input andoutput and so on. We find out the law of the construction and development ofindependent innovation system, to provide meaningful guidance and advice tothe construction of independent innovation system in Changchun.According to the actual situation of Changchun’s independent innovationdevelopment, we compare construction of independent innovation system inChangchun with other development city in China, to master the situation andproblems of Changchun’s independent innovation system construction. In theend, according to the experience of domestic and international innovationsystem construction and the rule reflected from the independent innovationmodel, we set up some security policy measures to the ability of independentinnovation.This research has a certain urgency, practicality, we first design theinnovation system to improve the ability of independent innovation based onthe mechanism design theory. And this paper has practical significance toimprove the ability of innovation of Changchun and build the innovationsystem.
