Mobile TV refers to an information communication media by which mobile phone or radio and television operators transfer video and audio multimedia content or services through Radio and TV Network or telecommunication network to mobile terminals, so that mobile TV users can watch television, do feedbacks and interactions. It gradually developed with the development of the mobile communications and streaming media technology, with the advantages of interactive communication, mobile reception, high speed in communication, extensive integration, the relative audiences, personality, it has become a widespread new media form. Mobile TV are a integrated businesses, its development is based on extensive telecommunications network and power grid integration foundation. Earlier this year, the State Council promoted the convergence of 3 networks put on the agenda again, which gives mobile TV a good opportunity for development.This paper, we first explain the basic concept of mobile TV, background and significance of the study, put forward the research method and analytical framework; This paper begins with a description the relevant knowledge of the convergence of 3 networks (C3N), then describe the new media business which were born under the background of industry convergence, such as digital TV, IPTV and Mobile TV; After introducing the current situation of mobile TV in worldwide and the development process of mobile TV in our country, we addresses the problems that mobile phone TV faces at parent and citing the development of a landmark event in the process.Second, analyzes the mobile TV industry chain and business model, put forward that the ideal business model of mobile TV in future is to set uo specialized mobile stations which is based on convergence between the telecommunications industry and broadcasting industry. And then analyzed mobile TV audience'marketing needs through empirical research in order to help tap the business market space. Base on the research ,we find the user charges are the main reason in hold mobile TV services and we also conclude that as well different people have different demand for the new media because of their different gender, age, occupation, and education background; Finally, for all the problems in front of the mobile TV's development, the corresponding countermeasures are provided . We all believe mobile TV will have a fast and healthy development and become a popular entertainment activity in the arrived 3G era with the further promotion of"convergence of 3 nets".
