Overseas Chinese, relying on its abundant economic strength, is an active participant in open-up development, and produce a wider effect on Chinese economy in the past 30 years. Shandong province is abundant for its overseas Chinese in areas north of the Changjiang River. The investment of overseas Chinese Entrepreneur amounts to more than a half of total Utilization of foreign capital, which made great contributions to the economic development of Shandong province.Our country enters into periods of the twelfth five-year plan since 2011. According to the Fifth Plenary Conference of 17th Central Committee of the CPC and the 11th Plenary Conference of 9th Shandong provincial Central Committee of the CPC, Shandong provincial government work out the national economic and social development outline of the twelfth five-year plan. The 12th five-year period is key time of building a well-off society in an all-round way and changing economic growth mode. Overseas Chinese plays an important and unique role in devoting into social and economic construction and promoting the exchange and cooperation between Shandong and different countries and distracts all over the world. They are important participant, contributor and promoter. Shandong Peninsula blue economic zone and Yellow River Delta economic zone strategy advocates the splendid blueprint for the development of Shandong and provides platform for mutual development. Sanding faces new opportunities and needs participation and contribution of overseas Chinese Entrepreneur. We should fully acquire the development and change of investment by using new angle, adjust the investment policy and management mode of overseas Chinese in order to help them adapt to the development of domestic economy.The study analyzes investment characteristics in different period by using combination of theory and practice and presents problems and gives some suggestions on order to enhance the ability to utilize foreign capital.The thesis is divided into five parts.
