Add all basic cost units that lead to the total project budget which is the basic reference of cost control during project implementation.Establish the cost control system that focused on contract and divide the cost unit reasonably that can be controlled independent. Use the method of standardization, modulization and responsibility matrix breakdown to achieve the division of cost unit control responsibility. Find out the major cost part of the total budget and focus on it and optimize the design, control the key point, innovate the cost management, build up the enterprise core competitiveness.
