With the increasing investments of the infrastructure in our country, the railway construction development again. In 2010, national railway scheduling investment in fixed assets 823.5 billion yuan,700 billion yuan invested in infrastructure construction.To ensure the quality of railway construction projects and construction safety, and mobilize social resources to actively participate in railway construction, further regulate employment practices, in March 2008, according to relevant state laws and regulations, the Ministry of Railways issued a " guidance to actively promoting the Shelves Team Model "(railway construction [2008] 51), according to "preferred teams, enhanced training, supervision, process control, operational efficiency" principle, to promote the implementation of the shelves team model in the railway construction project.Firstly, based on the research interviews and related literature review, this paper attempts to tease out the general meaning and principles of the Shelves Team Model. In comparison with the previous model, we discuss the characteristics of the Shelves Team Model and the effective control of risk. The paper further analyzes the shelves team model agency relationship. Through the use of supervisory game model, research discusses the measures for the management of owners in the implementation of this labor management model. And then through a combination of relevant experience, we build an organization and management of the Shelves Team Model. Furthermore, this paper do a detailed study of the complex principal-agent relationship in this model, and discuss the main factor that impact the benefit of Construction companies, the quality and the behavior choices of the workers Finally, case studies, describes the applications of the model, find out the main problems, and make the countermeasures.This research in-depth analyzes the shelves team model, establish a standard program of the shelves team model, study the supervisory, operation and the incentive mechanism. It is important to implement the shelve team model, establish a standard, scientific railway labor market and ensure the railway projects completed on time in the field of railway construction in China.
