| In line with the requirement of Central Committee of Chinese Communist Party and State Council regarding establishing the Quality Safety Inspection and Detection System for Agro-products, and taking consideration of new situation of agriculture and rural economic development in our country, the Minisry of Agricutlure issued Advice on Strengthening the Construction of Quality Safety Inspection and Detection System for Agro-products on April 28th,2005, and released National Construction Plan for Quality Safety Inspection and Detection System for Agro-products in October, which provided orientation for establishing and improving Quality Safety Inspection and Detection System for Agro-products in all over the country and played a possitive and important role in promoting the improvement of quality safety level of agro-products and effecctive guaranteeing safe consumption of citizens.Jiangxi is a tradtional agrarian province with very rich agro-procuction and obvious features in agricultural sectors. In 2009, total grain production amounted to 40.052 billion Jin,number of live pig for sale amounted to 28.145 million heads, meat production amounted to 3.01 million tons, poultry egg production amounted to 506,000 tons, milk production amounted to 119,000 tons and aquatic product amounted to 2.052 million tons. Fruit orchard accounted for 7.35 million mu and fruit production reached to 3.1 million tons, cash crop planting area reached to 22.76 million mu,Number of up-scale leading enterprises in agriculture industrialization for agro-product processing reached to 2,192 and their total annual selling income accounted for 129.2 billion yuan. Of which, total annual selling income of 407 enterprises amounted to 120.086 billion yuan, and respective annual selling income of 215 enterprises were over than 100 million yuan and 20 enterprises were over than 1 billion yuan.Farmers'annual net income per capita reached to 5,075 yuan, ranking the first among the 6 cental provinces in China, In recent years, in order to adapt to agricultural development and guarantee quality safety of agro-products, our province all-aroundly enhanced the forces in constructing quality safety inspection and detection system. As so far, a network of the system covering 3 levels of province, municipality and county has been primarily formed, and it subsequently played possitive role in improving quality safety level of agro-products for our province.However, due to various reasons in many aspects, the construction of quality safety inspection and detection system in our province remains many constraints, therefore, along with the development situation of agriculture, it is necessary to disscuss and study on its system construction and development trend.This study is only focusing on quality safety inspection and detection system within agriculture admininstration system.By means of suvey form, interview, case analysis and literature search, to acquire information of the current situation and exsiting problems of quality safety inspection and detection system in Jiangxi province. By analysing the features and enlightenment of Zhengzhou Municipal Centre for Quality Safety Inspection and Detection for Agro-products, Nanchang Municipal Centre for Quality Safety Inspection and Detection for Agro-products, and Anyuan County Centre for Quality Safety Inspection and Detection for Agro-products, to further clarify existing fundamental problems in construction and development of quality safety inspection and detection system for agro-products in our province, and subsequently conduct systemic study on problems which constain its construction and development, such as nature and fuction of the institution, function distribution at various levels, guarantee measures, regulated operation and management. Based on the study, this artice put forward the development trend together with suggestions for quality safety inspection and detection system for agro-products, providing referrence for all-level governments and agricultural administrations when making decision regarding the establishing, improving, and achieving effective fuction of supervision and administration system for ago-prodcut quality safty. |
