Research On Optimizing Strategy Of Agricultural Product Safety And Quality Assessment System

The agricultural product safety and quality assessment system under the framework of laws and regulations is generally accepted in developed countries,which serves to protect the interests of sellers and producers,to enhance consumer confidence and to bridge government and companies as well as the market.The" certification and accreditation system of the "Safe Agro-food","Green Food" and "Organic Product" are the three ways to assess Chinese agricultural product's safety and quality,focusing respectively on food safety,environmental protection,as well as food safety and environmental protection,pay attention to three aspects,they serve to promote the harmonious socio-economic development,environmental protection and healthy consumption.This research,through literature review,field investigation,sampling inspection,analogy analysis and other methods,focus mainly on the following two aspects:1.Review the history of the establishment of the national standard,assessment system and product catalogue of the Safe Agro-food;2.Based on sampling inspection and product certification,routine monitoring of the solanaceous vegetable pesticide residues,results of anonymous questionnaire survey and field investigation,compare the pesticide use during the Safe Agro-food and pesticide residue in the process of detection results,and draws conclusions and suggestions as follows.1,The transition from the Safe Agro-food certification system to the testing catalogue system is a progress,which also simplifies assessment procedures.2.The three methods of agricultural products pesticide residues assessment,namely routine monitoring,sampling inspection and product certification testing,whose test projects and goals should be integrated and their test results should be recognized and accepted by each other.3,The three products safety and quality assessment methods mentioned above target respectively to crop and food safety,environmental protection,food safety and environmental protection,on the other hand,they also respectively focus on product testing,process control,product testing and process control.Their methods of assessment is the same,the only difference lies in the interpretation standard.4,the promotion of the agricultural products detection method--rapid detection method for multi components,push the development of Safe Agro-food,Green Food and Organic Products towards more economic and practical orientation.The one-time testing of multi-varieties and quantitative testing of single variety improve the testing efficiency and speed,reduce the cost and can be recognized and accepted by the three testing systems mentioned above.In summary,the paper suggests that based on province-level as a unit,the subdivision of agricultural products and a unified directory of the agricultural product pesticide residue testing system should be established,and be popularized and applied in the sampling inspection and product certification and routine monitoring all kinds of agricultural products quality and assessment activities.
