Construction industry is the basic and supportive industry for national economy and people’s livelihood, which plays an important role in promoting China’s economic development and social progress. In the face of increasing competition in the market, how to establish a scientific performance management system in order to promote the realization of enterprise strategic goals, and promote enterprise realize the transformation and upgrading has become an important subject of upgrading the implementation management for the construction enterprises. The balanced scorecard performance management model has showed a huge superiority in the aspect of theory and practice, so based on the research; the balanced scorecard for performance management has great significance in reality.By means of the interview to the management personnel at all levels from Sinohydro(headquarters, branches and construction project departments), the author makes a research on the current situation of performance management system of Sinohydro. At the same time, with the examples of Sinohydro’s calendar year performance appraisal, the author carries on the case analysis to the company internal business performance appraisal system and the main problems of company performance management system are as follows:(1) the lack of correct concept of performance management;( 2) the lack of perfect performance management system;(3) the lack of effective transfer of enterprise strategy;(4) the lack of awareness of the non-financial indicators. Then, aiming at these problems, it puts forward the balanced scorecard and rebuilds the performance evaluation system of the company.Based on the existing problems, the author makes full use of electronic resources of Jilin Province Library, and makes a thorough understanding to the performance appraisal, performance management and relevant theories. Then, by use of the balanced scorecard, the company performance management system is built, from the financial performance, customer, internal flow performance, learning, and growth performance of four aspects, establishing the key performance indicators, using expert investigation method to develop the key performance indicators assignment, clear weights and scores of key performance indicators, assessment scoring rules, which is clear about the performance evaluation process, and applied the result of the performance appraisal.In this paper, through the introduction of the balanced scorecard, it rebuilds performance management system of Sinohydro, makes up the deficiencies of the existing performance management system, changes the company performance management present situation and forms a scientific and perfect performance management system, which further improving the management ability of enterprises and enhancing the enterprise core competitiveness by the introduction of the balanced scorecard. At the same time, it also hopes that the research can be helpful to the state-owned construction enterprises to perfect performance management system and develop "area" in the current national strategy to go abroad and participate a wider competition.
