The Research Of Emergency Management System Of Public Finance In Natural Disasters

As social development and particularly economic sustainable development is threatened seriously by disasters, each government has to attach importance to take active to reduce the loss of disasters. China is one of the minority countries which disasters are very serious in the world. All types of natural disasters, with high frequency and intensity, occur frequently. In recent years, with the rapid development of economy, various disasters continue to deteriorate. Frequent disasters have restricted development of our national economy for a long time. In the transition era, major part of the loss is undertaken by the national finance. It's necessary to study emergency response mechanism of public finance which can help control and reduce disaster effectively.it is regret that the mechanism of public finance in emergency management has not been established perfectly yet in our country.Based on public management, emergency management, public financial theory and much emergency management experience, operational mechanism of public finance in emergency management is proposed in this dissertation. First of all, the research based on the public finance and the basic concepts of emergency management, at the same time on the relevant theories, constructed a solid theoretical basis. Secondly, the study of China's major natural disasters of existing emergency management of public finance mechanisms for research and analysis, from the status quo and problems in two aspects of China's major natural disaster emergency management of public finance mechanisms discussed, starting from the problems in order to seek to solve the problem methods. The third, The research also took Wenchuan earthquake as an example, research on major natural disaster emergency response mechanism for public finances to conduct a comprehensive exposition, from the system level to build on the topic., in the view of guiding the practice.
