Local Governments To Promote The Development Of The Automobile Industry Cluster Countermeasures

Since the 1990s, the industrial cluster has become the characteristic form for the organization of various countries'economy, and the concept of industrial cluster has been gradually accepted by most policy makers. More and more countries and regions are using the strategy of industrial cluster so as to promote regional economic growth and the urbanization. Studies of the industrial cluster theory provides a new way of promoting economic growth within a certain region and thinking the role of enterprise,goverment.Based on approaching the concept, types and characteristics theory of industry cluster, this paper basically from 4 aspects of production and demand conditions, business strategy and competitive, related supporting industries, taking the development of automobile industry cluster in Jiading district as an example, and use the Porter's Diamond Theory as the framework of analysis, expounds the role of local government in the development of industrial clusters.Research shows, the auto industry of Jiading (Shanghai international motor town), after years of development, not only initially formed some international influence and brand effect in auto industry, but also has become a international, comprehensive and clustered base of auto producing. Through the development of automobile industry cluster, it brings the booming of regional economic, the clustering of and certain industries as well as the increasing of local employment opportunities, which promoted the urbanization of Jiading district. Of course, the status quo of automobile industry cannot be compared to our magnificent target saying that "occupies the commanding heights domestically, and occupies some niches internationally", and it still has certain gaps from being highly clustered. The insufficient parts not only reflected in the promotion of enterprises levels by themselves, but also in prospective and effective macro guidance provides by government.Based on the existing problems engendered in the development of Jiading auto industry cluster, relevant suggestions were made from the role positioning of local government, the actively creating of core industries, the promotion of supporting system for industrial clusters, the creation of better environment for manpower utilization, the promoting of cooperation between subjects within clusters, to the cultivating of a cooperative communication in clusters, and etc.
