A Study On The Role Of Government In The Automobile Industry Cluster Development Of Guangzhou Huadu

Since Dongfeng Nissan Passenger Vehicle Company stationed in Huadu in2003, Huaduauto industry has made brilliant achievements with an economic growth rate of nearly10consecutive years of double-digit growth. However, despite its significant progress over theyears, the image of Huadu as a large-scale auto district remains unchanged. The reason lies inthe extensive emphasis，the disproportional industrial structure of the development of theautomobile industry as well as the inadequate supply of important parts, which results in itscomparatively low comprehensive competitiveness compared with advanced areas. HuaduDistrict, as a typical representative of Guangzhou in the center of the automotive industry inthe Pearl River Delta in China’s six major automobile industrial clusters, the dilemma it hasencountered reflects the development of China’s automobile industry as a whole. Through thisstudy, on the one hand, it is expected to positively promote the function of the Huadu DistrictGovernment in terms of clearing up ideas of the development of the automobile industry,formulating and improving relevant policy documents. On the other hand, the result of thestudy can serve as policy guidance to help the government develop a more scientific andrational policy orientation in terms of public policy guidance at the government level.The theoretical basis of this thesis is the role of government based on the comprehensiveanalysis of the successful practice of the automobile industry in developed countries such asUSA, Japan and Germany automobile policy as well as domestic representatives such asShanghai and Changchun. Taking the automobile industry of Huadu District as the researchobject and adopting the problem-solving case study, the study intends to provide an in-depthsummary of the development of the automobile industry cluster in Huadu District, so as toexplore the positive role of the local government in the development of the automobileindustry cluster and its shortcomings. Focusing on the existing six urgent problems of theoverall development of the automobile industry like lack of overall coordination, weakness ofkey policy support, poor research and development, and personnel security, imperfectinfrastructure, the bottleneck problem together with the urbanization of the industrial base lag,the author proposes relevant solutions on how to improve and strengthen the role ofgovernment in Huadu District in the automobile industry cluster development. Moreover, thispaper emphasizes on how Huadu District Government plays a better role in enhancing thehealthy and sustainable development of the Huadu automobile industry through plan guiding,policy support, service securing and personnel insurance instead of interfering in themicro-economic development or even worse, directly getting engaged in the business activities as the main players in the market.
