With people on the environment, economic development, deepen understanding and environmental awareness, environmental labeling system on the market in international trade growing influence, more and more environmental label products through the certification. Environmental label for environmental friendly products through the use of public choice, and guide enterprises to actively participate in environmental protection, with good environmental performance, environmental labeling system has become increasingly important in international trade system, China is bound to the use of environmental labeling system to protect the environment resources and promote foreign trade. Therefore, in the current international situation, the study of international trade and environmental labeling system is to make up for the lack of relevant systems, to break international trade barriers in some countries, environmental labeling, for China's foreign trade and sustainable development of far-reaching significance. In this paper, the author discusses environmental labeling in use of legal interpretation, case analysis, the method of comparing similarities and differences in the international trade system.Environmental labeling system is based on the relevant environmental standards, certification body designated by the State to identify, award signs and certificates as a product to consumers that the production,use,consumption and disposal process are to meet specific requirements for environmental protection, harmless or harmful to the ecological environment of a small system. Environmental labeling system as a combined dual nature of trade protection and environmental protection means, which produces the fundamental reason is the environmental protection and internal consistency of international trade, while protecting the environment will inevitably affect the development of international trade. Environmental labeling products range more and more, environmental labeling system grows more standardized and systematic. As national environmental labeling standards and requirements are not the same in the short term is difficult to develop an unified international environmental labeling system, but the country will move towards the implementation of unified standards and mutual recognition of each other. The trend of the times is the direction of coordinated the international development.This assessment of the WTO regulations on environmental labeling system, mainly through research GATT1994, TBT Agreement and SPS Agreement provisions relating to environmental signs and rules of the relevant measures, requirements of the environmental labeling system to mark the current environment in the WTO framework made under conditions more systematic investigation. A more comprehensive study of Germany, Japan, South Korea, the United States, the European Union and other countries or regions of the environmental labeling system, and try to compare the major similarities and differences, from which inspiration:environmental labeling system and the WTO norms converge toward the national mutual recognition of coordination between the direction of development, adhere to the idea of sustainable development, taking into account the coordination of environmental labeling system and international trade. In 1978, Germany began implementing the "Blue Angel" program, which is the world's first countries to use environmental labeling system. Countries around the world have launched their own environmental labeling, Korea, Singapore, Australia and more and more countries and regions have established the environmental labeling system. China's environmental labeling in the initial implementation of the system, attached great importance to the issue with international standards, and actively implement internationally accepted environmental management system certification and environmental labeling products to promote foreign trade.Environmental labeling system has two sides, not only have a positive impact on international trade, but also pay attention to the coordination of environmental labeling system and international trade relations, to prevent the environmental labeling system turned into trade barriers. The author puts forward proposals to improve the environment label and respond to barriers to the legal response, after analysising the problems of environmental labeling system. Focus on proposed legislation of the principle of establishing correct and reasonable, from the flag system to address environmental aspects of the implementation and management of specialized legislation, the legislative system of environmental labeling system. Meanwhile, enterprises should take the initiative taken by exporting countries to use environmental labeling system, strengthening of environmental labeling and identification of barriers to firm its position. In short, countries should adopt an objective attitude to the dialectical serious about environmental labeling system, through its own efforts to strengthen international cooperation, and not to constitute green barriers to environmental labeling system of international trade.In the present, China has with Japan, Germany and other countries and regions, including environmental label signed mutual recognition agreements, which will help reduce the environmental signs of export barriers to trade. China should learn from foreign environmental label the advanced experience of the system to improve the environmental label all the system to cope with future challenges. With the environmental label and the strengthening of public participation in environmental signs of effective implementation of the system, the government comply with WTO rules if the rational use of environmental labeling system, will protect its own environment and trade development, but also conforms to China's accession to WTO, the reality of economic development needs.
