Sduty On The Impacts Of International Trade On China's Environment

With the highly integration of world economy,the conflicts between trade and environment are becoming more and more serious day by day.The environmental protection becomes the focus of attention of the international community,many scholars at home and abroad began to study trade and environment issues,a very important trade issue is what impact will be made during the development of the natural environment.In China,international trade is strengthening the economic growth,and the deterioration of the natural environment is also widening,it is necessary to analyse the relationship between trade and environment,and Chinese current trade impacts on the environment,so as to propose measures to enhance our environment protection..At present,in China the study and research on envirenment has kept on the level of the qualitative analysis,and the study by the prehominid has only carried out from some one aspect.On the achievement basis of the prehominid's study,we use the EKC curve,the decomposition theoretical of environment effect on the trade to analysis the impact of the trade liberalization over environment,and having studied the impact over Chinese environment of participation in trade liberalization.This paper indicated that free trade is really not the root cause of the global environment deterioration,but that the market dysfunction resulted by environment cost which could't be embodied by the price of product and serving is really the root cause of global environment worsens.For instance,some production,sales, consume activities of importer and exporter though have contaminated air and water, brought about global environment resource pollution,but these environment resource polltion is ignored in the production and the trade,which led to all the costs can't be included or not be reflected in the cost of the import and export commodity.But if considering the environment outside and putting environment cost into practice inherence-rization,it will produce important effect to international trade welfare effect and environmental protection in international trade.The research on the impact of foreign trade over China's environment as well as the flowing of FDI into Chinese environment effect indicates China's import and export is developing accompanying with the deterioration of environment,but this doesn't mean that the environment deterioration is the inevitable result of import and export,and the impact of import and export over environment is different in different industry,For instance,the exportation of the rubber product is following the drop of pollutant emissions,but result is contrary in other individual industry,Taking the manufacturing industry the import and export demenstration analysis conclusion which carries on for the example as,the manufacturing industry import-export trade is advantageous to our country ecological environment improvem.Verification in the FDI part is that the tendency of foreign capital pollution industry shifts to China is truly existed with regard to comparing the structure of production owned by foreign capitalists with structure of China's industrial and enterprise in China's individual pollution-intensive industry.Thus,the paper indicated that the approach resolving international trade and environmental protection coordinated growth should be to take trade and the environmental protection sustainable development as principle,carry out the measurements of environment cost internalization,carry out green trade actively,perfect domestic law and regulation policy,develops and reinforces a cooperation among nations.These all are environment measurements relevant to trade,and are new argument of problem.In a word,taking environmental protection as object of study,taking the relation between the environment and trade as starting point,this paper has analysed the impact of trade over Chinese environment on theory and demonstration,and considering the China's acutual situation has submitted relevant measures and suggestions to reinforce Chinese environmental protection the environment,thus provide a reference for China's participation in international environment cooperation.
