At present, Information becomes more and more important in daily life. As the developing of information technology, the access to acquire information for individual and cooperation is enlarged for a great extent. Therefore the standards of information services are increasing consequently, which means a better quality of services and a more convenience user interface that can satisfy users' specific preference.Once we investigated 3G developing track, both home and abroad, we can see that value-added service is the key point. Thus we have to build a new business model and develop new services in order to make a large step in telecommunication transformation. In China, local telecom operators used their own billing system to charge their users. In this method, they ran several small bill services and gathered considerable amount of users and content providers. As the developing of services, such method turned out to be lack of security and can't verify users. Therefore this system can't support variety of services anymore, especially for large bill real-time services.This article is based on the study of e-commerce platform construction, using object-oriented method and MVC design model to build an e-commerce payment platform. Via this platform, users, content providers and banks can be connected safely. In this way, these parts are fastened to a win-win industrial chain. The problem that has long disturbing operators has been solved. More specifically, charging system for reservation services are no longer over relied on third party, which means a lot for the developing of services and operation evolution.
