Research On Agricultural Structure Adjustment Of Henan New Rural Construction

The development of agriculture has new changes in the new situation. The degree of agricultural structure rationalization has influenced and determined the achievements of the new rural construction because agriculture has been the most important material foundation of the new rural construction. Agricultural industry structure has been the internal components and combining form of industries in economic system, as well as the ties and proportions of technology and economy. Agricultural structure has been determined by the natural resources, economic system and technology development level of countries or regions, also been the consequence of long-term economic development. The optimization adjustment of agricultural structure has changed the agricultural structure into rationalize, high-level and high-effectiveness. The level of optimization agricultural structure adjustment has determined the coordination and continuity of economic development. The aim of research on the agriculture structure adjustment of new rural construction has been the realization of the reasonable development of rural industry structure.The achievements of agricultural structure adjustment currently have been remarkable in Henan Province. However, the gap between the agricultural structure in Henan Province and the target of the new rural development has been come into being because of the agricultural features, market changes and the influence of agricultural structure adjustment factors. In order to narrow the gap, the leading role of the government should be played well, meanwhile, the enthusiasm, initiative and creativity of fanners as the mainstay of the agricultural structure adjustment should be aroused and exerted, then the initiative of social relevant aspects participating in the structural adjustment should also be aroused. The agricultural industrialization and related work should be promoted by the further change of ideas and the strengthening of measures.On the basis of the scientific research achievements, as well as the analysis of the current situation of new rural construction in Henan Province, in comparison with target of the socialist new rural construction, this study has found that although the new rural construction has been implemented for five years, the insufficient of production development has still been existed, the cultural quality and life of farmers need further enhancement and the rural living environment need to be improved. In the process of the new rural construction, there are many favorable factors which promote the adjustment of agricultural structure and constraint factors which restrict the rational development of agricultural structure. In allusion to the insufficiency and influencing factors of the agricultural development, the corresponding measures has been put forward. Firstly, the agricultural structure should be rationalized and the agricultural production development should be accelerated by promoting the innovation capacity and transformation capacity of agricultural technology and developing the comparative advantages of different regions;secondly, the revenue of farmers should be increased by deepening the reform of agricultural products market, enhancing the radiating and leading capacity of agricultural industrialization, establishing characteristic and efficient agricultural production base and constructing the modern logistics system;thirdly, the clean countryside environment should be achieved by developing the ecological farm production and green livestock cultivation model;fourthly, the rural civilization should be achieved by fostering the industrialized operation of local operas troupe, establishing the technical school and improving the science and technology quality; fifthly, the construction of rural urbanisation should be accelerated by promoting the rural infrastructure construction and increasing the the financial support from the government.
