The purpose of service administration is how to provide high-quality and efficient public products to meet public's ever going needs for public service, which is the problem needed addressing. Public product is the carrier of the value orientation and the institutional arrangement of service administration, and its high-quality supply is the ultimate aim of service administration as well as the inevitable demand of modern administration. In China, the service administrative idea has been revealed in several generations of leaders such as Mao Zedong brings up that'To serve the people heart and soul'; Deng Xiaoping raises that'To lead is to serve'; Jiang Zemin puts forward three represents theory, and Hu Jintao advocates that'the party is built for the public and it exercises state power for the people', all of these are the represents of service administration in China.Due to the characteristics of the public products, how to supply public products efficiently is the problem faced by every country. In foreign countries, the research on the supply of the public products starts quite early, so the mechanisms are relatively mature. However, in China, the research starts relatively late, the situation of inefficiently supply of the public products has not been changed fundamentally even after thirty years'development of the reform and opening up. Therefore, for China, learning the advanced experiences from foreign countries as well as building long-term public products supply mechanism in the new era are of great practical significance.The first chapter of this paper reviews and describes the history, the process of the research and the current situation of the public products, it then introduces the selected topic meanings and the writing thought as well as the innovations of this paper.The second chapter explains the aim of service administration is to better supply public products. This part introduces the concept of service administration, its development course, and the overseas studies, as well as the realistic background in China, all of this indicating that the supply of the public products is the ultimate aim of service administration, which provides the basis of the public law for the next part to discuss the public products research.The third part defines the notion of the public products and concludes the characteristics of them, and then classifies the public products on the basis of these characteristics.The fourth part mainly introduces the development course and the current situation of the public- product-supplying in four countries. As I have stated above that the research on the public- product-supplying starts relatively early in foreign countries, so the mechanisms are much mature. However, the research in China starts quite late, so the advanced experiences of foreign countries can be used for good reference to set up a sound mechanism of public- product-supplying in China.Chapter V introduces and analyses the existing problems and the reasons in China's public- product-supplying. For China failed to set up a long-term and effective mechanism in public- product-supplying, the supply of the public products in China can not maintain equal growth with public's ever going needs. As a result, the situation of public- product-supplying in China enters into a bottleneck which can not make a breakthrough. Therefore, we should first find out the problems, analyze the reasons, then can we find apt and specific ways to solve those problems and make the full preparation for building a long-term public-product-supplying mechanism in China.On the basis of the previous chapters, the sixth chapter proposes market-oriented public-product-supplying, the innovation of the civil service system and the transformation of the government functions to put forth effort to build a long-term and efficient public-product-supplying mechanism, and ultimately serves to carry out the administrative work effectively.
