| Since the 90s of last century, relative to the rapid development of urban economy and a modern civilized city dwellers, the rural economy, culture, education, health and other public utilities, public services are lagging behind the city, and there is a huge difference. Government public services in rural areas are lack of public goods and low on efficiency.
