Since the 90s of last century, relative to the rapid development of urban economy and a modern civilized city dwellers, the rural economy, culture, education, health and other public utilities, public services are lagging behind the city, and there is a huge difference. Government public services in rural areas are lack of public goods and low on efficiency. So there are the "three rural" problems: the slow pace of agricultural development, rural income growth in difficult economic and social development in rural areas experience great barriers affecting rural China, as a large agricultural country socio-economic stability; also unbalanced development of urban and rural community as a major factor.Party Congress report clearly put forward the "urban and rural economic and social development" strategy, at the same time, of building a new socialist countryside is the historic task of China's modernization. New rural construction should enhance the infrastructure in rural areas, compulsory education, social security, health and other public services, supply, to further strengthen public finances agricultural and rural investment, a clear focus on the supply of public services in rural areas, improve the government to provide public financial the efficiency of public services and products. To promote the prosperity of urban development in rural areas, to further promote the coordinated development of urban and rural areas, the situation is resolved under the new "three rural" issue an important way. Theory of public goods in a foreign country is a very mature theoretical system, our products and services for the rural public research are continually deepening, a number of relevant research in the theory of reference abroad, while China's national conditions should be combined to construct a co-ordinating urban and rural development, public service system.
