In recent years, chemical industry has developing fast and the large chemical enterprise gradually expand into a large-scale, regional development. At the mean time, the security problem of city major hazards has become increasingly prominent and threatened the health and safety of city development.The distribution of chemical industry is lack of unified planning, blossom everywhere, close to residential area, developed in the area with weak bearing capacity on environment and resources. All of these inhance the pressure of environment and resources and always threaten original ecological environment security. Because of this kind of layout, many major disasters and accidents are caused, such as fire, explosion and the leakage of toxics. Therefore, the research on city major hazards location and distribution optimizing becomes an important study in modern society. Whereas past studies on the layout of dangerous chemical enterpris stayed on the qualitative documentation requirements, lack of pratical planning method. All these indicate the need to establish a set of perfect method about optimal layout and planning location of dangerous chemical enterprise.This paper focuses on the chemical enterprise of major hazard which have long-term threat on urban regional security. It studies on security distribution optimizing methods and procedures about dangerous chemical enterprise, in order to resolve the complex and comprehensive technical difficulty which is long-troubling the urban security in China. Though this study, the backward condition of city safety technology can be fundamentally resolved and the level of risk can be reduced in new or existing chemical region.Combined with different chemical enterprise safety distances, the potential major hazard region is analyzed by GIS buffer, to evaluate land use safety situation.Through this analysis, it is suggested that dangerous chemical enterprise will be moved or improved. At the same time, using GIS spatial analysis technology (buffer analysis, network analysis, composite analysis, etc.), available land is evaluated and elected as the feasible domain. Then, this paper evaluates the selected feasible domain to get the optional location by a quantitative method for fuzzy synthetic evaluation method. The factors that influence site location are selected and divided into different levels, such as safe, economic and social factors. What's more, the feasible regions are evaluated through espert scoring method according to different factor levels. Finally, the area with highest scoring is the best result. An example has been demonstrated that this method is probable in site location of dangerous chemical enterprise.This research breaks through the backward of traditional analysis that only gave subjective suggestions and deficiency. It provides a scientific, operatioanal and feasible safety layout optimization metod for the city security plan. The research work for major hazards has been expanded from individual industrial park to urban integral and from pure risk research to location and distribution optimizing.Based on urban area for the whole as the study object, on the one hand, hazard in certain urban area can be adjusted and optimized to reduce the whole area's overall risk; on the other hand, this paper can provides guidance methods for the city regional security layout and helps the government make urban security planning and city integrated planning.This study can improve the overall level of security technology and scientific management in the city and industrial production areas. It can also provide references and decision-making guidance for city major safety decision, safety planning and security level status improvement.Therefore, the study on site location and safety optimization layout of dangerous chemical enterprise has realistic significance, which helps to improve the overall level of city security, and provide technical support to urban security layout research.
