Safety is increasingly important, with the increasing development of economy and the implementation of health, safety and environment(HSE). As chemical industry is highly-risky, it would cause great loss to enterprises and negative impacts on society if safety issues were not combated properly. Even though some measures have been made, accidents are still common in the chemical industry. The main reasons for this include lack of enough investments on safety, improper investment structures and mistakes in investment decision making.To solve the above problems, this paper(a) identified the structure and definition of safety investment of chemical industry,(b) analyzed the principle of Data Envelopment Analysis(DEA) and finally used a proper DEA method to analyze the investment efficiency of chemical businesses. Firstly, I systematically analyzed the contents of safety investment of chemical businesses and factors that may influence it. Next, based on the principle and original models of DEA, this model's applicability in chemical businesses was probed. Finally, a case application was used to demonstrate the proposed model. I constructed the system of input-output indicators, developed CCR model of the selected company and obtained parameters through dea-solver 5.0. Through the case, it is found that the DEA model can be used to evaluate the safety investment efficiency of chemical companies and rational investment structure can nicely improve the efficiency of safety investment.In the final section, some practical suggestions were proposed based on this paper. In summary, this study provides a brand new perspective of safety investment decision making in chemical businesses. Last but not at least, this paper may be helpful for more scientific decision making, safety management and safety investments in theoretical aspect.
